Richard Hartnett, Ph.D., P.E., Captain, USCG, Retired

Electrical Engineering, Cyber Systems, Professor Department of Electrical Engineering and Computing
Dr. Hartnett earned his B.S.E.E. degree from the U.S. Coast Guard Academy in 1977, his M.S.E.E. degree from Purdue University in 1980, and his Ph.D. degree in Electrical Engineering from the University of Rhode Island in 1992. Dr. Hartnett joined the EE faculty as a rotating military officer in 1985, and subsequently joined USCGA’s Permanent Commissioned Teaching Staff (PCTS), serving on the PCTS from 1988 until his retirement as a Captain in 2009. During that time he taught numerous courses, served as Program Chair of USCGA’s Electrical Engineering program, and later served as Engineering Department Head. In August of 2009 Dr. Hartnett was hired by USCGA as a Professor of Electrical Engineering. He is currently co-authoring a text that supports USCGA’s Linear Circuits class, entitled “Analog and Digital Filter Design.” His research interests include efficient digital filtering methods, improved receiver signal processing techniques for electronic navigation systems, and autonomous ground/marine/air craft design and control. Dr. Hartnett is a member of the IEEE (Signal Processing, and Aerospace and Electronic Systems Society), and the Institute of Navigation. He is also an instrument-rated private pilot and aircraft owner.
