James R. Zoll, J.D, LLM, Lieutenant Commander, USCG

James R. ZollLieutenant Commander James Zoll serves as an Instructor of Law within the Department of Humanities. Prior to joining the Academy faculty, he served as the Advanced Operational Law Studies Fellow at the U.S. Army Center for Law and Military Operations (CLAMO). CLAMO is a joint, interagency, and multinational legal center responsible for collecting and synthesizing data relating to legal issues arising in military operations.

From July 2014 to July 2016, LCDR Zoll served on detached duty as a Special Assistant U.S. Attorney for the Middle District of Florida, located in Tampa, Florida. As the lead federal prosecutor on numerous cases, he lead teams of special agents from Strike Force Panama Express to investigate, indict, extradite, and prosecute the leaders of multiple transnational criminal organizations responsible for building and dispatching Self-Propelled Semi-Submersible vessels and go-fast narcotics smuggling vessels.

Other assignments include the Office of Military Justice, Legal Service Command, Alameda, California where he served as trial counsel. Prior to that he served as a staff attorney at the 11th Coast Guard District in Alameda, California where he was responsible for providing strategic legal advice to the D11 Commander, staff, and units on issues relating to operational law, military justice, administrative law, environmental law, admiralty, and claims.

In 2001, LCDR Zoll graduated from Pennsylvania State University with a Bachelor of Science degree. Upon graduating from Penn State, he taught high school physics. In 2006, LCDR Zoll earned his Juris Doctor from the Temple University School of Law in Philadelphia, Pennsylvania. In 2017, he earned his Master of Laws in Military Law from the U.S. Army Judge Advocate General’s Legal Center and School. He joined the Coast Guard as a Direct Commission Lawyer in 2010 after serving four years as an Assistant District Attorney in Montgomery County, Pennsylvania.
