“During my tour as Commandant of Cadets and Assistant Superintendent, I became frustrated by the lack of a useful system model as basis for what we were doing for our cadet leadership program. We had lots of activities but no credible overall system design, metrics, etc., the cadets weren’t learning enough of the important things I knew they needed, and they didn’t buy into the program enough. When I returned as Superintendent, I wanted to develop a solution. I found that one of our major problems was that we didn’t have any qualified staff dedicated to building and managing a leadership development system.
